The RUIO Joy released a week ago but it’s just starting to reach store shelves (currently only in JB Hi-Fi).

It runs Android 11 with no Google services, has 4G that works on Australian networks, and has similar specs to the Cat S22 Flip (slow quad-core CPU, 2GB ram, etc.)

Most buyers will probably not care, but it doesn’t seem great to ship a phone with an operating system that doesn’t get any security patches (and didn’t get them for 2 years now).

If disconnected from services and hardened it’s not terrible.

      Medical devices ship this way.

At the price I’d wager that sufficient hardening of the OS hasn’t been done, but if it doesn’t allow banking / shopping apps and just is for calls and email and text your threat model is real niche.

A non smartphone is generally called a feature phone.
Dumb phone is not a thing.
Being able to run Android, it’s a smartphone, just because it’s cheap and maybe lacks some common features doesn’t change that.

Feature phones (Non smartphones) are absolutely common, and can be had everywhere. I guess some people still use them.
