Been seeing this pattern for a long time. The ability to turn off public reviews is so obviously exploitable.
Google seems to take advantage of this as well, since your comments arent displayed publicly for a beta branch of an app - so if, say, you are upset about an app changing, it doesn’t get seen by people browsing reviews.
Whaaaat? I thought Google was being nice and protective and keeping us safe with their recent changes to accessibility and such. How could this happen
