Possible its more about creating a superstition that it works to give soldiers courage. For example helmets were more about shrapnel and debris from explosions rather than bullets. They still gave soldiers the confidence to go over a trench. Even if the direct hit protection was minimal.

I’m guessing they’re also like bike helmets in that they’re useless after a single impact.
