On the one hand, yes, it’s harassing and you shouldn’t make dickhead jokes where the principle of the joke is basically “lol they’re women.” On the other hand, people can do funny things sometimes and be dickheads, it’s part of living in a free society. Definitely trying to crack down on it and tell them they can’t is just going to spark this universal human impulse to say “Okay I hit paydirt here let’s double down because now it’s really funny if it happens again.”
